Ministers Decentralization SADC meeting in Kinshasa in July

- (begin text) .- In order to strengthen cooperation on issues of local government in the SADC region, the Ministers in charge of Decentralization within the Community Development Southern Africa were held from April 28 to 29 last in Pretoria in South Africa.

Representing the Democratic Republic of the Congo at this meeting, Antipas Mbusa Nyamwisi Minister of Decentralization and Regional Development had chaired the meeting.
The meeting, whose objective was consistent with the restoration of the Forum of SADC Ministers in charge of Decentralization, followed one held last February 24 in Gaborone during the Forum of Commonwealth Ministers responsible for Local Governments ( CLGF).

Thus, the Ministers reaffirmed their commitment to restore and reposition the Forum of SADC Ministers responsible for local government as a key platform to strengthen cooperation in decentralization within the Organization regional ministerial forum because this is an effective platform for cooperation and support on matters of local government and development in the SADC region.
For this, each minister was responsible for convincing his Chief of the need to re-institutionalize the Forum of Ministers responsible for Local government both within SADC and the African Union and to keep his government fully informed of the ins and outs of this meeting to seek their support.

As for Office, it was decided that it will work temporarily in the Botswana Ministry of Local Government. Funding, in addition to the contribution of South African end of 2006 ($ 300,000.00) will be a strategy for resource mobilization to implement the various programs and reach the objectives. The Executive Secretariat of the Regional Organization is called upon to support This dynamic can lead to significant progress in more rapid multi-sectoral integration in SADC. It will also allow the Office to receive inputs from other donors.

The results of studies regarding the precise role of Local Government in integrating the SADC should be readily availed so that the remaining skeptics are acquired in the priority need for the institutionalization of Forum.
The Democratic Republic of Congo, which holds the presidency of the SADC promised make every effort to reaffirm the status of the Bureau and the Forum of Local Governments in the Regional Organization.

To recap, the Forum of Ministers of SADC in charge of decentralization had been established within the Organization in 2005 after a long process that began in 1999. On this occasion, an ad hoc office was also created within the Executive Secretary of SADC.
However, Forum dehierarchization was 2 years, the SADC Council had considered this important but not priority. This has resulted in further release of this activity. Fortunately, a new dynamics associated with the need to restore the Forum is in progress.
